The Dakota Bridge Cooperative is a proposed tribally governed workforce initiative aligned with approximately $1.7 billion in energy projects scheduled to begin construction in South Dakota in Spring 2026.

These projects are estimated to need 600+ construction phase jobs, 20+ permanent operations positions, and post-construction maintenance and support contracts. The Cooperative connects Tribal members to construction, operations, and long term maintenance careers through paid training, registered apprenticeships, and direct employment pathways, while preserving Tribal sovereignty and meeting project workforce needs. 

How it works:

Recruitment → Training → Apprenticeship → Employment

 Participants are recruited directly from Tribal communities and enrolled in a structured, paid training program that leads into registered union apprenticeships and project employment

  •  5 week Wind Energy Industry Orientation Program.
  • Paid training at approximately $15 to $18 per hour.
  • Safety certifications and industry readiness.
  • 90%+ placement rate into registered apprenticeships

The Dakota Bridge Cooperative is a  proposed Tribally owned and governed.

  • Board representation appointed by each participating Tribal Council.
  • Each Tribe retains full sovereignty and decision making authority.
  • Cooperative structure enables shared participation without transfer of authority.
  • Major decisions require consensus of Tribal owners.
  • Annual accountability reporting provided to each participating Tribal Council.
